IOM Under-Secretary-General Armanç Kaan BUDAK Academic Assistant Mehmet Efe ARSUN Agenda Item Agenda Item: Syrian Question: Prevention of Probable Recurring Migrant Crises Study Guide Rules of Procedure About the Committee Syria, together with modern-day Iraq, is the country in ancient Mesopotamia where the first recorded human civilization in written history emerged, which has witnessed countless different civilizations, states, and regimes for 5000 years since the Assyrian period, from which it takes its name, and these vibrant administrative conflicts and changes have accelerated with an unprecedented intensity in the last 15 years and have turned into a civil war with the definition of today's modern terminology and have caused serious forced migrations as in the past examples and have deeply affected the surrounding countries, especially Turkia. The country's ethnic, religious, and sectarian diversity, class segregation, geographical location, and the power relations between these social and economic elements seriously hinder the political stability of the country, make it difficult to predict its fate, and cannot assure that new waves of migration will not occur. In late 2024, with the collapse of the Baathist Assad regime, which was the only officially recognized sovereign central government in the area, public opinion was unanimous that the region would finally stabilize, but it is not unlikely that the issue will once again reach an impasse due to areas groundless feature and disposition for a possible democratic regime. HCC: Sick Man's Cure Under-Secretary-General Ece Bahar SEKBAN Academic Assistant Büşra KOYUNCU Agenda Item Agenda Item: Tanzimat Era Reforms and Modernizing the Ottoman Empire Study Guide Rules of Procedure About the Committee The Ottoman Empire, which was once a powerful territory, found itself at a critical position in the 19th century. Increasing pressures from European powers, rising nationalism, and internal tensions started to challenge the long-standing traditions. Reforms became unavoidable. As the Empire struggles to adapt to the rapidly changing political and economic landscape, a new era of reform becomes unavoidable. An order was given to Mustafa Reşid Pasha, the minister for foreign affairs after Sultan Abdulmecid ascended the throne. The minister was expected to write an edict that would have a major impact on the Ottoman Empire. Tanzimat Edict, also known as Gülhane Edict, was issued. The equity of Muslims and non-Muslims was prioritized in every area and modernizing the Empire’s legal, military, and bureaucratic systems was aimed. Yet, the process of reform is far from straightforward. As the Empire gains strength by rebuilding its systems, it faces resistance from conservative factions, ethnic and religious minorities demand greater autonomy, and the military and political elites are divided on the path forward. Furthermore, foreign intervention and the looming threat of European dominance make the need for effective, swift reforms more urgent than ever. Now, the most prominent Ottoman reformers are expected to sustain the empire in spite of several bear traps. Pashas, please remember that the reforms and timeline will be controlled by you and you only. It is the moment that you agree for the change. INTERPOL Under-Secretary-General Ata Miraç KILINÇARSLAN Under-Secretary-General Yiğit ÖDÜL Academic Assistant Sueda KILIÇ Agenda Item Agenda Item: Legal and Criminal Strategies in Combating Fentanyl Addiction Rules of Procedure (General) Study Guide Rules of Procedure (Interpol) About the Committee The International Criminal Police Organization (INTERPOL) is an international agency that provides assistance for police forces to combat international crimes and crime syndicates. INTERPOL provides intelligence sharing, operational support and resources to combat global threats including illegal drug trade and production with the active participation of its 195 member countries. The spread of fentanyl accelerated with the incorrect prescribing and the aggressive marketing strategies of pharmaceutical firms. This issue has its roots in the late 20th century when the American healthcare system commonly prescribed drugs containing opioids –a highly addictive active ingredient with effects similar to morphine– even for simple pain, resulting in many people becoming addicted to them. The main reason behind this spread was its accessibility through illegal ways, especially as drug cartels found it more profitable and easier to market, since its production was cheaper than other substances like heroin. Our main objective in this committee is to investigate the resources of opioid production, trafficking and usage; and eventually trying to find a solution for this global health-threatening spread. GA-3: SOCHUM Under-Secretary-General Fatma Betül BULUT Academic Assistant Selinay ÇETİN Agenda Item Agenda Item A: The Unethical Use of AI to Generate Non-Consensual Explicit Content Agenda Item B: Enhancing Accessibility to Mental Healthcare Study Guide Rules of Procedure About the Committee The United Nations General Assembly Third Committee (Social, Humanitarian, and Cultural Committee) has played a crucial role in addressing global social and human rights issues since 1947. As the world evolves, SOCHUM continues to adapt, tackling challenges like human rights violations, migration crises, post-conflict recovery, and the growing influence of technology on society. During the deliberation of the first agenda item, delegates will investigate and find solutions to a latest raising problem: explicit AI contents. We can specify these problem with many examples but one of them is generating a serious problem especially between women: Deepfake pornographies. Even though the beginning of the cases aren't so close, in 2024 it led to a crisis in many parts of the world. This new wave of AI-manipulated media can lead to severe mental health consequences, thus; SOCHUM committee will indulge in the regulatory ways of this issue and the ways to deal with its effects on human mental health. The next agenda item, enhancing accessibility to mental healthcare, focuses on a fundamental truth: mental health is a human right. Yet, for many people, accessing proper mental health care remains a challenge. Financial barriers, societal stigma, and inadequate governmental support prevent individuals from receiving essential care. Concerns over mental health medication, rising suicide rates, and the need for effective group therapy programs highlight the urgency of comprehensive policies. Therefore, the committee will engage in discussions to establish a universal framework ensuring equitable access to mental health care for all.
